New £100,000 look's sorted.. now what about the drinkers?

IT has been given a £100,000 revamp, but there's one fixture Edinburgh Council couldn't get rid of in Nicolson Square – the drinkers.
The new-look square was officially opened this week, with new trees, plants, paths and seating. The Brassfounders column, dating from 1886, which sits in the square, has also been refurbished during the overhaul, which is part of a £1.5m refurbishment of the Old Town and Southside. Businesses in the square say they are delighted with its new look, but they and their customers are now being plagued by drinkers who spend the afternoons on the park benches, becoming loud and sometimes aggressive.

Mahmood Bashir, 39, of Mint Centre mobile phone shop, said: "They've done a good job, they've spent a lot of money and it does look nice, but they really need to police this area with the drunks.

"The guys keeps themselves to themselves, but sometimes they have a fight, then they have a shouting match. The public get upset because they're not used to hearing the foul language, and they get a wee bit scared when they hear the shouting matches.

"It does affect trade, because people don't like to hang around this area. It's an international area with lots of students and people move on pretty quickly."

Iftikhar Ahmed, 54, of Bismillah Food Store, added: "There's a big problem with them. They come all the time into the shop, sometimes not paying and there are sometimes problems with the customers. We've had to call the police many times. Ordinary people don't use the park because of it. We don't like this kind of behaviour."

Charles Nowosielski, of Through the Looking Glass Bookstore, was more philosophical about the situation: "It's taken a long, long time to do the square but I think once it settles down it'll be a good thing.

"We do miss the cherry trees, there are just three now. The guys do come in for a drink but as long as they don't get too noisy it doesn't matter."

Nearby Hunter Square is already a "designated enforcement zone", where outdoor drinking is outlawed, but Councillor Paul Edie, convener for housing and regeneration, said he thought existing powers were sufficient to control the problem in Nicolson Square.

He said: "We have a city-wide bylaw which says if you're drinking outside and not causing any hassle we'll leave you alone, but if you're causing trouble the police have quite wide-ranging powers, so there should not be any problem."

He added: "The place is looking fantastic. I've gone past this place several times over the years and it was always open but it never looked open. With all the work it's more open and inviting for people, it's a good community focal point and it's great to see people out there picnicking."

A police spokeswoman said local officers had worked at reducing antisocial behaviour in and around Nicolson Square in recent months, and with some success.

She added: "We're not looking at bringing in the same measures as at Hunter Square."

In West Lothian there is a by-law which states quite categorically that you are not allowed to dring outside in a public place and the Police enforce it strictly. End of story, non-negotiable, and it works. It has cut down a lot of the trouble. Just follow our lead Edinburgh and you will solve your problem in an instant.

Make vagrancy a crime, no need for it these days, if these people are mentally ill or addicted then they should be locked up in a hospital for their own good. If they are just vagrants then the big hoose is the answer!

...What about the idiots who can't behave themselves? That is more near the mark. There is absolutely nothing whatsoever wrong with enjoying a drink in the square. Nothing whatsoever.

Why should the majority who are well behaved have to suffer restrictions because of a stupid minority? WE HAVE DONE NOTHING WRONG, YET WE ARE BEING PUNISHED AND TREATED LIKE IDIOTS!!!

There are already laws against breaches of the peace. Enforce them. Leave the rest of us out of it.

Stop paying them incapacity benefit might help, these people have made a lifestyle choice and we're footing the bill.

Very few of them are homeless most of them are happy to live this whilst milking the system for all they can.

Round them up on a daily basis and charge them with anything that'll stick, keep doing it until they either stay at home to get drunk or move to another city.

Before the last elections the local councillors (Cunningham and Cairns) predicted this would happen and opposed putting seating in the square. Obviously council officials took advantage of the inexperience of most of the new councillors for the area and slipped this through.

That square used to be one of the most beautiful in Edinburgh in May when the tulips and cherry trees were in bloom. The Council should be arrested for vandalism and be made to personally restore the square.

I used to live on Southside and the council set up a half way house for the alkies to get them of the streets. The council stupidly believed that giving them an address would allow them to progress to employment! what they fail to reaslise is these people don’t want to change.

all it did was give them somewhere to fight with each other, set fire to and make everyone else's life a misery.

If you keep giving people like this money they will always drink it away - stopping their tax payer drinking fund is the only way to deal with it.

Why pick on theses people. You only need walk to the meadows, and opposite the shops at middle meadow walk there are students, drinking, shouting at each other, during the fringe there were well-to-do people sitting drink shouting, so one rule for all please.

I'd rather have jakeys for neighbours any day, they have better manners and more developed social skills, more consideration for others, make less rammy at weekends and don't smell half as bad.

A 'jakie poses no threats to woman and children and infact might serve as a good source of information to the police fighting real crimes!

I don't think to "police the area with the drunks", as suggested in the article, is a good idea.
The police should be left to get on with their job without being chaperoned by drunks.

the street drinkers,yeah they can be a pest at times,but a lot have other issues too(mental health etc)and these issues should be addressed,so much for care in the community!as someone suggested ,why not give them their own"space" somewhere where they cant annoy folk etc and give them access to outreach workers to help address their issues

ok. Police have other business to take care of. So why not hire security guards to patrol the park, and throw out the drunks? Drinking on the street is illegal, so arrest their soggy bums. They should never be allowed to flaunt the law in people's faces and ruin a good day or evening stroll in the park. Besides, security guards would open up jobs, would it not?
