City pays to house four times more homeless than Glasgow

EDINBURGH is paying to house more than four times as many homeless people as anywhere else in Scotland.
Figures today showed almost 900 people were placed in privately rented accommodation last year by the city council, compared to around 200 in Glasgow. It is the latest piece of evidence showing in glaring terms the crisis facing the council in housi
ng the Capital's homeless.

More council and social housing is needed, politicians and charities said, but with more construction firms putting the brakes on developments because of the credit crunch, the picture is likely only to get worse.

The council contributes £2 million a year to putting up homeless people in either private B&Bs for as much as £35 a night or into privately owned flats because there is not enough homeless accommodation or affordable housing.

Housing leader Councillor Paul Edie said more cash was needed from Holyrood before anything could move forward.

He said: "We subsidise them going into private accommodation so they are not on the street and I don't think it is a long-term solution, but short of getting more money for affordable housing it is just sticking plasters over the problem.

"We need to build more council and social housing and faster because it does take time as well."

The Lib Dem added that getting more builders back into work to construct the much needed buildings would benefit everyone.

"It would be better to have them building the houses than languishing in unemployment – that would really get the economy moving," he added.

The Scottish Government has set targets for every local authority to have no-one being placed in private accommodation by 2012.

While most areas seem to be on the way to reaching that target, including East, West and Midlothian, it looks like Edinburgh will fall woefully short.

It has already been stated by a range of agencies that Edinburgh has three-quarters of the country's affordable housing need, but only 25 per cent of the funding.

Leith councillor Gordon Munro, who wants more social housing built, said: "It's partly down to the capital city effect as well.

"Much in the same way the streets of London used to get flooded, more people are coming from other areas into Edinburgh because they know they'll get put in decent accommodation, possibly quicker."

"We're at the end of 2008 now so we have three years to meet this target and it's not looking good.

"Edinburgh's case is well documented and the money really needs to start coming in for this, otherwise the target won't be met."

Experts have said the city needs 12,000 more affordable houses in the next decade than are already being planned. The city wants to build 7000 units next year, but will have to wait to see if government money will pay for that.

If Liebour would stop flooding the country with illegal immigrants we would have enough public housing for every single junkie "mother" in the UK.

300,ooo wrongly approved visas last year alone. Nothing will be achieved while people vote sheep like for this disgusting party. It is they who have ruined the country, it is on their watch that ALL these situations have occured.

When on earth are some Scots finally going to see sense and reject this dreadful excuse for a political party. Are they really so terrified about taking responsibility for themselves that they will still vote for this hopeless mob to do it for them .

Obviously, if you were homeless, why would you want to stay in a tip like Glasgow. Of course you'd want to live somewhere better.

well if edinburgh had invested in more social housing then it wouldn't have to pay private rental. it can hardly blame itself as being hard done to. don't blame the builders, whats the point in buildig more houses if no one is going to buy them. what doesn't the council employ/ pay the builders to build more social housing.

and for the record there are plenty of empty houses around pilton / muirhouse , beggars cnn't be choosers.

"there are plenty of empty houses around pilton / muirhouse , beggars cnn't be choosers."

Quite so, and as many of these 'homeless' individuals are also unemployed, why not give them tools and decorating gear to do-up any of these properties which require renovation.

What about using some/all of the empty office blocks which are now available in Edinburgh, these could easily be used on a temporary basis, e.g. Ocean Terminal, etc.

"The Scottish Government has set targets for every local authority to have no-one being placed in private accommodation by 2012."

Does this mean that people evicted from Council housing will no longer be hived-off into the private sector as happens now? That's how you end up with some very nasty customers as nextdoor neighbours.

no doubt more council housing is needed for those in genuine need, but as i have said before, erm,,,,some are less than honest when applying for homeless status,or silver priority.also some people should think twice about getting into unstable relationships, having lots of kids, repeating the whole process again and again,if young girls decided to work/study instead of having kids at an early age,a lot of social housing would be available for others, and those with drug issues should be housed in more appropriate places ,not in nice new builds!

#8 Foo,

Very probably you are correct. However, they'd probably have to use the tools to strip out any copper piping and any easliy removable fittings first!!

Perhaps that's why there are so many Council houses boarded up all over the Town, but it's a pity that the ex-inhabitants are emptied out into the private sector.

Would hostels be a better suggestion for the 'homeless', these would probably be cheaper to build and to maintain.

hostels are fine for single and couples who are homeless, but not families, espec those who are perhaps homeless through mortgage arrears etc,(they are a whole different case to those who lose home through being evicted for crime/drugs/noisy etc)

There is a simple answer for this problem. If you travel to Edinburgh specifically to claim you are homeless then you dont get a house . Simple. If you are an EU economic migrant, you dont qualify for homeless support. If you have left a property down in England to get a house in Edinburgh by being homeless , you do not get a property. If you cant give a previous address that can be legally verified and the reasons for leaving it, you dont get a rented flat. Edinburgh council need to get this sorted out pronto, or the council might find itself getting taken to court by disgrutled people who have been ursurped by economic migrants.

#13 Don't try to introduce common sense here!
We need to house everyone as we are all Gods creatures.
Even the lowly junkie should not be turned out(but dont house him next to me you understand)
#10 by less than honest would it not be more truthful on you part to say they are liars. Because that is exactly what they are. Tell lies to do-gooders and you get what you want. Tell the truth and it is "Next please".
Learn to sponge to get ahead!

#14 yes i did mean liars, whatever way one says it,a lot of them manipulate the truth to get a council house-sorted!

Some of the comments here are utter c**p, I was homeless 4 years ago and low and behold I was in employment but could not get a house as I was not on drugs, drink or a down right idiot.

Not all homeless are like the comments above use your brains if you have any.

Every benefit junkie knows how to play the council house system.
Claim you are homeless (impossible to disprove), you have a child/children unknown father (he actually lives with you but don't tell them that) and hey presto ! Right at the top of the queue for a brand new council house.

Dragonlord,

Many years ago when the DSS were housed on castle terr, there were groups of kids hiring themselves out to claimants. They would run around shouting and causing mayhem, so that the people claiming would be A) shoved to the front of the queue.B) given the benefit they requested just to get them out of the building. This is a fact as I witnessed it many times personnally( however I never used them myself)

#16 how were you homeless? Did you leave your parents home to come to Edinburgh?

If I leave my home in Edinburgh and go to say London because I have the offer of a job that makes me homeless and irresponsible to boot.
It is not the councils job to house me but it appears that is the attitude applied by quite a few.
"I don't have a house council so what are you going to do for me? It better be a good one because I am not taking any old thing."
20

elayne,

19/11/2008 21:21:33
#16 we were not saying ALL homeless folk are junkies etc, homelessness can be caused by many circumstances, what we were saying was,SOME do claim to be homeless to jump housing queue, and that preference seems to be given to those who have drink/drug problems(its almost impossible for average working person to access council housing nowadays)

It would seem drug addicts & alcoholics who are considered disabled cannot be housed in Pilton or Muirhouse they have to be housed in the city centre due to their vulnerability. They are not fit for work, they are disabled that is why they get £180 a week in benefits and the poor old jobseeker gets half that perhaps less. DIY would be out of the question, they are disabled.

#21 Read the first line of my post again, the first word reads SOME.

#20 over 50 personal problems with family, lived in my car, friends, B&B and the council still insists that I was not homeless and that was for a year, by the way it cost a fortune.

Old Town,

Edinburgh 20/11/2008 11:25:29
re #24 and that after taken advice from the council and putting in my bids for 3 houses each week on there system for a year.

should have left my job and started taken drugs. And that was the information that i had received from a council employee.

And what is even more frustration is that my son is now going trough the same process and he is just coming up to the end of the first year.
