War of words as MacAskill calls on schools chief to quit

AN SNP Cabinet minister today called on Edinburgh's education convener to resign if she cannot deliver new schools for the city.
Justice Secretary Kenny MacAskill launched an outspoken attack on Liberal Democrat Marilyne MacLaren after she repeated her plea for more government cash to pay for the replacement or refurbishment of five schools.

Mr MacAskill, who is MSP for Edinburgh East and Musselburgh, said the council – run by a Lib Dem-SNP coalition – had received all the funding it was going to get. Under the concordat agreed between the Government and all local authorities, he said it was now up to the council to decide how to finance new school-building projects.

He said: "The delay is down to Marilyne MacLaren. She cannot or will not understand the document she signed up for.

"The time has come that she either delivers these schools, particularly Portobello, or she should resign because she is clearly not capable of doing the job she was elected to. What we need is less flanelling by her, blaming everybody and her auntie and calling for additional funds."

His comments followed yesterday's unveiling of the Scottish Futures Trust, the Government's alternative to private finance initiatives.

Councillor MacLaren welcomed the move, but said the council would still need substantial help from the Government to meet the £165 million cost of the next phase of the schools programme, which includes Portobello, James Gillespie's and Boroughmuir high schools, along with St John's Primary and St Crispin's Special School.

Mr MacAskill said the council might decide not to do all the schools the same way. He said: "Portobello could almost be built out of selling the ground plus a capital receipt from somewhere."

He added: "If we gave money to Edinburgh, we would have Glasgow, Aberdeen all saying: 'We need money for schools'.

"This was part of the new relationship between government and local authorities. If she cannot read joined-up writing and is unwilling to commit, she should resign as education convener."

He said there was a public meeting in Portobello on Monday and challenged Cllr MacLaren to use the occasion to pledge a new school. He said: "She has to stop dilly-dallying, delaying and dithering and commit to a new Portobello High School."

Cllr MacLaren hit back and said she had no intention of quitting.

She said: "Kenny MacAskill is talking a lot of nonsense and he doesn't understand anything about local government finance."

She did not accept the concordat left the council to foot the entire cost of the school- building programme.

"We did not agree to fund £165m of schools on top of everything else," she said. "To borrow £165m on the market would mean £14m a year in repayments for 30 years, equivalent to a seven per cent increase in the council tax."

She dismissed Mr MacAskill's suggestion for funding a new Portobello High, saying if the new school was built in Portobello Park the council may be obliged to provide replacement land for the community, thus losing the benefit of selling the current site.

Cannot ever remember agreeing with Kenny MacAskill before, but for once he is absolutely right - Marilyne MacLaren must resign, she is clearly out of her depth (not difficult) on this one.

Unbelievable - I have NEVER seen such an open slanging match between two fairly senior politicians. I would contest it demeans both of them and brings into doubt the credibility of MacLaren AND MacAskill.

Pretty shocking stuff.

These two have quite obviously forgotten they are in post to serve their constituents and not to slag each other off in public whilst sod-all happens about building any more new schools in Edinburgh.

If they spoke more truth rather than taking formulaic stances that always blame the 'other side' for everything and refuse to recognise the real problems that affect whoever is in power, then more of us might listen. Everybody knows she's a complete idiot who has absolutley no grasp of her education brief - why can't her pals in the Lib-Dems/SNP just bite the bullet and get rid of this stupid woman and her damaging decision/mouth. I'm sure a high profile quango job where she can't do any harm could be found to keep her happy/save face etc - been done enough times in the past!

Kenny MacAskill is way out of line on this one. Marilybe MacLaren is right that he clearly doesn't understand anything about local government finance. Perhaps he is thinking that the council should not have gone ahead with the trams, and should have built schools instead? But the Scottish Government approved the trams, and given that that is all a done deal, which the Scottish Government supported, then how does he really think the council are going to come up with the amount of money needed for the school infrastructure if the Government don't give it to them. In previous times under the lovely labour numpties, it was all done on the "never never" ( i.e. PFI), but given that the game's up on that, the Council really have nowhere to turn.

Well, it was the Council who asked for the Scottish Government to contribute to the tram project and who committed to contributing up to £45m itself through, amongst other things, borrowing, selling Council owned land and developer contributions.

What I do not understand is why developer contributions are being directed only at the tram scheme and why they are not going into a general pot for use by a variety of projects. The same goes for the sale of Council owned land. Likewise, why is it OK to borrow for the tram scheme but nothing else?

It is the Council who has set its priorities: tram first, everything else after, so it should be the Council who should get on and solve this particular problem.

Cynical stuff this. Large-scale capital programmes require central government support: you cannot invest £100m in capital without a revenue stream. I suspect MacAskill's aggressive rant is the result of a guilty conscience: he knows they were supposed to match Labour's investment plans "brick for brick".

Also what kind of comment is this:

"Portobello could almost be built out of selling the ground plus a capital receipt from somewhere." Right, so one single school could almost be rebuilt with some non-existant "capital receipt". Game, set and match to Kenny.

At last! The SNP have finally woken up to the astonishing short comings of the Lib Dems, not that any of the parties are showing great progress. I hadnt realised that infact the Lib Dems are collectively part of a secret care in the community experiment, thats hasn't worked and qwe are all paying the price.

It simply isnt good enough for Edna (Dawe) to claim they are new and naive to office and hence the mistakes. Mclaren has been around since Lothian Region days so what's her excuse?

According Edna last week the school closures fiasco was all the fault of those nasty senior council officers ganging up against the Lib Dems, today it is Kenny MacAskill's fault...Earth calling is anyone in at Lib Dem HQ please as someone has borrowed the brain cell and not given it back.

I suppose the election of the Lib Dem group generally proves Ron Gould's point that not all those who got into power should have, because of the failings of the voting system at the last election!

Does anyone really understand Local Govt finance? However as incompetently as MM handled the school closures before why wasnt Stevie stepping in before it got into such a fine mess as it is a joint SNP/lib dem administration?

As much as KM lambasts MM the issue is a joint responsibility so he is ultimately giving Stevie a cuffing as well?

If MM steps down how much better is any replacement going to be given the paucity of experience and skills on display amonsgt the Lib Dems?

Perhaps Edinburgh Zo can help as I understand they have a brand new facility catering for the 'relatively gifted' by comparison!

Has the public meeting been advertised? I haven't seen anything about it. When, and where is it? No doubt lots of Portobello residents would like to attend, but I don't think many are aware that it is happening.

Well done Kenny, not that his party are any better mind.
McLaren should have walked months ago, 12 in fact, McLaren has strict rules that before she attends a meeting the organiser is contacted and told that if there is any shouting (at her) or abuse she will walk out, also she walks if the press are going to be present.
She really should walk after the next education cross party forum meeting on the 10th June, as this meeting will prove her to be the biggest liar since cut the bag, when the first schools up for closure, Lismore, Bonnington, Victoria and Westburn, now if this is them then McLaren has lied and kicked someone of the forum for leaking the story, the one she said was LIES, time will tell councillor McLaren.
As for Lib/Dem leader she walks up the High Street looking like a bag lady, no offence meant.
The SNP aren't really any better, Carbunckle, no words required.
Maybe the whole coalition should just forget to turn up tomorrow thr residents of this City won't miss any of them.

MacAskill is right on one thing - someone should be resigning over this whole debacle. It's time to turn the heat up on both the Council and the Scottish Government over their disgraceful failure to deliver these schools.

We need a new school in Portobello and we need it NOW. No-one is impressed by these silly political games. Show us the money! Give these kids the school they deserve.

What value do we place on the education of our young people in Scotland, the future of our nation? Ask Kenny. Ask Marilyne. They should both resign and hang their heads in shame.

The really sad thing is that the poor kids of Portobello High are being taught in slum conditions while these pair are sitting in luxiourious offices in gleaming buildings (both paid for by the tax payer with no worries about where the money was going to come from) MM is an arrogant, self seeking, unintelligent and self centred waste of space who cannot accept that she has made a huge mistake in failing to understand the concordat agreed by ALL local councils and now wants someone to bail her out. If she had one ounce of common decency and or any real care or thought for the children having to be taught in this dump of a building and the teachers, and other council workers having to suffer working in this public slum she should hang her head in shame and walk away from public office immediately never to return.

Question:- Why was a newer school which was in much better condition than Portobello High and not two miles away from Portys doorstep completely rebuilt while Porty was left to rot further?

#16: It was announced to the "Portobello for a new school" mailing list and sent to parents via children of the school and feeder primaries.
It is at 7pm, Portobello Town Hall Monday 26th May.

#24: At the last meeting (January) KM said that though he preferred a complete review of the school sites, the urgency in this case is too great and we should just get on with the recommended site in the park. Pretty much all the councillors apart from one Lib Dem seemed to take this view. It was understood that planning permission would still be needed though.

MM did not show up at the last public meeting, if she fails to show again she really should resign. This meeting is not being held at short notice, she has no excuse except she does not want to be accountable for her decisions to the electorate. Meanwhile KM is well aware that his status as the only constituency SNP MSP in Edinburgh is partly dependent on him getting this sorted out, as a lot of local people care about this. As I am one of the voters in question, I can say that blaming MM will not work as a tactic for very long, if she stays he needs to work with her and get a solution for his constituents.
