NEW Hearts signing David Obua is confident of obtaining a UK work permit to finalise his move to Tynecastle, although he may have to rely on an appeal to do so.
Hearts expect the Home Office to reject their initial application for Obua's permit on the grounds that his country, Uganda, are outwith FIFA's top-70 ranked nations. Campbell Ogilvie, the club's managing director, is currently preparing the necessary paperwork for submission.

Government regulations state that footballers from outwith the European Union must have played 75 per cent of their country's competitive internationals during the two years preceding their application for a UK work permit. Additionally, that country must be within FIFA's top 70. Obua, with 22 Ugandan caps, satisfies the first criteria but not the second. Uganda are currently ranked 97th by FIFA, therefore an independent appeals panel is likely to be required to decide if the midfielder is a special talent who could enhance Scottish football. His case was examined recently by officials at West Ham United, where he spent a week on trial, and the English club received encouraging feedback about Obua's prospects for appealing successfully.

The former South African Player of the Year believes he has a strong case to argue. "David is confident he will get the work permit and he is looking forward to playing for Hearts," said Janos Hrutka, the player's agent.

"We have confirmation from FUFA (Federation of Ugandan Football Associations] that he has played more than the 75 per cent of matches. We know they are not in FIFA's top 70, but David is a special player.

"He is considered one of the biggest talents in Africa. West Ham checked everything about him and they received confirmation that he would be likely to get a work permit for the UK.

"Of course, nothing is certain, but Hearts would not have taken David if they did not believe he could play in Scotland."

Obua was denied an outing as a trialist last night as Hearts defeated a local select side 6-0 in the first match of their German tour. The midfielder injured a rib in training but X-rays have confirmed no serious damage.

"I'm a little sad about David," said Csaba Laszlo, the Hearts manager. "He is a very good player and was playing very good football in training. Then he had a crash one-on-one with a player and he got injured. Hopefully tomorrow he should be OK because it's not serious. I think somebody came with an elbow in his ribs, but it's not a fracture. He will be back training in two days."

Hope he gets the permit and brings a little flair to a team that was badly lacking players who were willing to take the ball for a run last season.

It is usually a confidence thing with wingers and they need to be happy and settled before thay are willing to try something a bit fifferent and to go past players.

Well his credentials sound decent enough to me South African Player of the year can't be too bad eh?

It will be interesting to see where he will play. Does not sound like he will play left back, if he is as talented as is being made out. Despite the fact we are desperately needing a LB, I hope he will play on the left wing or possibly may be the player that every club needs - the link between the midfield and striker, someone who can play in the hole.

He is only one signing though, we need a minimum of four more!!!!!!

Agreed mate and for the first season in three years I am actually confident they will come... And be of decent quality too.

Vlad must see noe that the Lith market has been bled dry and that anything even close to half decent has been tried from those shores.

Expect a few good players to come in and augment a squad that was underperforming last year.

I was speaking to a Portuguese coleague of mine this morning and he is a Sporting Lisbon fan.

This is just purely speculative and not based on anything other than the fact that we have such a strong eastern European and Portuguese element to our club at the moment but here goes.

Sporting have the Bosnian international goal keeper on their books just now but want rid of him... he went for a trial in England but refused to try out as he thought he would just walk into the team (can't remember which) so went back home. I am assured he is a very good keeper but he is on a bigger wage than the young Portuguese keeper they have challenging for his shirt just now and so they want rid.

They also have a Montenegro striker who is a bit like a young Janny in style who is deemed surplace to requirements just now who my mate thinks is more suited to Scottish or english football than Portuguese.

He wasn't sure on the pronounciation of their names but watch this space as they seem exactly the sort of players Barbosa would identify as possible targets.

Been away for the past week, anything new happening?

regarding eligibility to work info, if Obua has to appeal due to uganda's fifa position then what chance would this terkes have as he hasnt played for his country (acording to wilki) and they currently stand 77th in the fifa rankings. i think we should be looking to the uk for talent rather than try to bring in people with potential visa issues as all the time and effort could be wasted by a knockback.

Obua - Let's hope that the permit is issued by the UK "work committee" and does not get as far as the SPL/SFA panel to decide if he can play in the UK or Scotland - If it goes that far we have no chance.
After all - look at all the Morrocans that have been playing over here with less than 75% caps for their country - How did that happen ?

Potential signings - There were two guys (one in particular) that played for the Montenegran side that outplayed Rangers in the Euro Champs League qualifier last year. They/He seemed just the right Eastern European profile for Vlad to eye up. Would not surprise me.

Surely it's by accident of birth that the player is only eligible to play for a low ranked nation. It's utter nonsense! In the case of really great players that would, I expect, be a formality (say, when George Weah signed for Chelsea) - obviously Obua isn't in that class so there's a bit of a doubt over whether it'll be rubber stamped. But West Ham were told there was a good chance they'd get a permit for him, and using the Jason Scotland principle, we don't have as good a team as West Ham so we should have a very good chance.
But it's all up to the bigwigs in the end, so who knows what they'll think up!

The point is, our starting XI will be pretty much the same and yet we look as if we have a better coach. He also looks like he is making team solidarity a priority and that was THE problem in the last couple of years. Therefore we are potentially stronger than last year.

you keep woofing about hearts being weaker than last season. the reason you keep citing is that we have move on a few players and signed nobody. what you're not comprehending is that the player who remain on our books have become stronger players than they were last season. why? because they are being led and coached by a far better manager. already they are fitter, happier, better coached, more united and more motivated.

number wise hearts have less players but hearts as a team are stronger than they were last season..... already.

players on the way and a couple more weeks of coaching and training from a good coach and we will improve still further.
